I was told that the reason water was coming up through the vinyl planks on the floor was due to hydrostatic pressure.
I would like to cover the floor again so it can be useable as a family room.

Hydrostatic pressure describes when water is actually being pushed through the concrete slab.
Sealing the surface will do little to nothing.
Another cause could be vapor drive.
